My car's AC is not cooling when running in low RPM?

I have a 97 Nissan Altima. It is in very, very good shape. The only problem it has been having lately is with the AC. When I'm in heavy traffic (I live in a big city) and the engine's RPM drop for a few minutes to the normal level idle of 800-900, the AC stops cooling. Once the car gets going again and RPM's go up to 1400 or more, then it starts cooling normally. I had it checked by a mechanic and he said it was low in freon gas. He added some (and, yes, charged me) and the same thing happened just the next day. Someone told me it could be something called a "vacuum" (whatever that is) that is damaged. Any ideas anyone?
