My car wont pass emissions, how can I get it fixed for Free?

I took it to a mechanic and he said the converter was bad. Can I just "reset" the converter. I know the guy is lying to me and he's a scam artist. What can I do to fix it for a minimal fee? It is throwing out a code of po420. Can I just disconnect the battery for five minutes and pass emissions?
 
you cant reset it by resetting the computer when you go back to emissions they will know that's what you did because when they hook up to you're cars computer it will say "not ready" and they will tell you to come back in 24 hours converters are expensive but you may be able to go to a muffler shop and ask them to put in a universal one and they are usually allot cheaper probably a quarter the cost
 
Hey DR. Jack Ass your whole question is all what people have asked about in the last 20 minutes. I didnt ask any of these because i know my car stuff but why are you ripping on the folks who dont????
