My car was totalled by the insurance company in Michigan?

I bought it back and there is no rebuilt or salvage title because it is older than 6 model years. I have the original title. My insurance, the same one that totalled it out, said I can insure it for LPD only if I want to drive it. It was stolen and has very little damage. If I sell it can the new owner also only get LPD only? Why can't a new insurance company give me full coverage? Its not a rebuilt title. Is this against the law for me to insure it elsewhere since I already got "paid" for it? I did buy it back.
 
They have a national database that shows the vehicle was wrecked and not repaired. Unless the database showed it was repaired, you cannot get full coverage. Also, it's called, PLPD.
