My car loses all power when the key isn't in.?

I have a 2000 Mitsubishi Galant and the other day I notice that when I take the key out of the ignition my car loses all power. The power locks won't work , the windows etc. But when I put the key in and turn it to the on position or try to start it, it's fine.

I'm thinking tat there could be a short or a blown fuse somewhere. Can someone help me.
