My car is overheating?

I have a 1999 Toyota Carola. About 5 months ago it started to overheat on me on my way home from work one day. I took it to a mechanic who replaced the water pump, and it's been OK since then. Well, until today that is. I got stuck in traffic and didn't move for about 10 minutes, and I noticed the temp gauge needle slowly edging up. I tried putting it in neutral, which didn't help, but then I revved the engine and magically watched the needle fall. As long as I kept my foot on the accelerator, the temp stayed fine. If I took my foot off the accelerator, it started to get hot again.

Now the problem was not nearly as bad as 5 months ago when the temp went all the way up to the red line even when I was moving. Today as soon as I started moving the temp was fine, and was fine when I did my foot on accelerator in neutral trick. What do you think it could be? I can't afford another $600 for a new water pump.

One more thing that may or may not be related, when I got the oil changed a while back the Jiffy Lube guy said that when he touched the fan it gave him an electric shock. Never heard anything about it since though.

I want to have some clue what I'm in for when I take it to the mechanic so I don't get ripped off. Thank you.
