My car is not fully repaired?

I had an accident and get my car to a body shop... the car is there from three months and the owner used to tell me every week next week it will be ready...till yesterday my car was really finished but NOT FULLY REPAIRED... the owner of the body shop has already took his money from my insurance... and now he is telling me thats your car and you can take it.... although some parts is still not there (like airbag)
So please if anyone has an Idea what I can do in this case please replay asap
