My car hit a huge pothole, whats the best way to complain to the council ?

What department should I write to? Should I ask immediately for compensation? What should I do if they attempt to fob me off?
I have taken photos of the pothole and the damage it did to my tyre and wheel. I also have paperwork from the breakdown company that assisted me and the receipt from the garage who repaired my alloy wheel.
