My car dealership wont fix my car? Help?

I got in a car accident a month ago in south carolina. I hit a guard rail on the hwy that a truck driver had hit. I was not at fault. The police officer gave me a report but did not put the truck drivers insurance information on it. I live in Georgia, so I got the car towed to Georgia. My car dealership will not fix my car without the truck drivers insurance info. But I have a protection plan on my car which means they are suppose to fix my car even if I cant get a hold to the truckers insurance company, right? Ive tried to get the accident police report but no one can help. I called the South carolina DMV today and they said the accident report has not even been posted yet...so I still have nothing. Its a month later and I have not recieved the report in the mail that I requested either. I ve been in a loaner car from the dealership for over a month now & they are saying if I dont get the report soon they will have to recall my loaner car. Im so frustrated!!!. IS the car dealership suppose to fix my car anyways even without the truckers insurance info??? whats going on? Am i getting screwed? Do I need an attorney? plz help Im confused
