My Car Battery Charger isn't putting out the minimum Voltage to actually charge?

It's a Dayton Model #3LE82N. It has 6V High and Start, 12V Medium, 12V H&S, and 24V High.
In that order it puts out 5, 4, 7, & 11 volts to a multimeter at the clamps. It only kicks in hard with the 24v setting otherwise it runs silent. The rectifier has what looks like a little bit of smoked-ness around the one bolt. It's a reject from my job, and was destined for the dumpster.
