My boyfriend downloaded a copy of a book he owns. Is this legal?

My boyfriend downloaded a copy of Harry Potter and the Deathly Hallows online so he could read it on his computer. Obviously there was no easy way for him to copy the book over to his computer himself, so, is this legal? If not, what are the likely consequences?
 
While not legal a recent study said that books that are illegally downloaded sell more when printed then books that are not. Apparently most book downloads are buying the books as well but downloading them for the same reason as your boyfriend.
