My Bluetooth places in Windows 7 and finding my bluetooth phone?

i cant get any ringtones or anything through texts, but i do have bluetooth and CAN get stuff through it but i cant get it to work with my computer ( it wont find it )... and YES it is on and discovery is on, battery is full and yes my computer has bluetooth... i have the bluetooth file transfer application but its not finding my phone because its not discovering it... please help i want to put some music and ringtones on my phone ,.... im tired of the poor quality i get from recording stuff
