My blackberry SIM card won't activate?

I have already called up verizon twice about switching my blackberry tour to a global data plan for the week. twice they said they did it for me and now i am in europe and my phone still says "insert SIM card" when the man at verizon already activated it for me. i cant even call verizon now because i dont have a phone in europe
