my bike wheel keeps rubbing the frame as its going round.?

I keep re-aligning it and it goes round fine without touching the frame and i tighten the bolts up but when i ride it starts rubbing the frame again, any ideas?
 
This has happened to me and it literally drove me insane... the answer is very simple.. get a new tire because the tire is off alignment. Or try a new tube because your air distribution might be a little off.. I got a new bike and its not like that anymore..

In this case I can only suggest you three things to check:
1. The Tyre alignment
2. May be the frame is not aligned.
3. Also check the three - four rubbers knuckles, resides in between tyre and wheel on which it moves. Sometimes when we take out the tyre for puncture the rubber supports dwell from there place.
