my bike tire is rubbing the frame please help i've tried everything?

my bike tire is rubbing the frame of the bike. I've been taking it off and putting it back on as tight as i can and it will get about a mile and then it will start rubbing again i have taken it to a shop they said it was fine but it just keeps doing it. i don't know much about bikes but i think it has a quick release back tire witch is the problem tire the make is a arette gt please help this is my last hope
 
Sounds to me like the axle is somehow wrigging about. Can the quick release mechanism come completely out? If it can you might wanna try putting a washer or 2 between the quick release bolt and the frame to take up any slack that might be incurring.
Without seeing it, its a bit difficult to suggest a solution. But that would be my best guess.
If possible take it to a different bike shop.

Spin the wheel and see if it is crooked. You may need to adjust your spokes. Make sure the frame isn't bent. That's all I've got.
