my bike just has been feeling like its cloged or something?

i really need ur help i bought a new bore for my moped so i still have a couple more tanks to break in and i have a problem it was running perfect ive been putting about almost double the amount of oil i was told. ive been riding slow to break in the racing polini bore and now it feels like its cloged or like bogging out kind of just happend in a day my tank is a 1 gallon 4 1/2 oil to full tank but ive been putting 7 to a tank need ur help please tell wat u know
