My bike got stolen from work and my insurance wont pay.?

I left my bicycle in the garage at work and it got stolen.
It's a very secure garage that has a automatically closing door, a two way video phone connected to the 24 hour security guard who has to recognize you before he'll buzz you inside. It's covered by cctv.

The police officer who investigated classed the crime as a burglary.

I left my bike unlocked inside along with other staff members bikes and some thieves got inside and stole it along with another bike that was locked.

My insurance company won't pay since they say it was 'unlocked in a public place'

I dispute it being a 'public place' because; only staff members can enter, security guard must recognize you before granting you entry, it's totally enclosed and not accessible to the public, burglary is 'theft by a trespasser' and you can't be a trespasser in a public place.

Any advice or similar experience?
