My betta fish's fins are turning white/clear?

I recently purchased a male betta fish that I have owned for less than a week. He stays in a gallon tank, gets fed 6-8 pellets of beta food a day, and I have changed the water once since getting him. He also gets at least 10-20 minutes of human interaction a day where he follows around objects I wave in front of him. I put random objects around the outside of the tank everyday for him to look at while I am gone. I just noticed that the tips of his fins are clear and now a patch in the middle part of his tail is also clear. I am not sure if this was how he was when I first got him because the clear areas are not large, but I am worried that he is sick. Any advice or tips on what to do or what this is?
To answer some questions people asked:

I am using tap water but treating it with water conditioner. I let the water acclimate for 20-30 minutes before putting my fish in.

I feed him 3-4 pellets twice a day simply because that is what the instructions on the food says.
 
could be fin rot or it could be old fin rot healing...

he should be in a tank that's at least 2.5gallons and heated, and preferably filtered. until then, change 25% of the water twice a week, full water changes are stressful.
