my betta fish might be sick?

the top fin of my male betta fish is floped to one side, every picture i see of anyother bettas there fins are straight. so im just curious why it would be flopped over, does this mean he is sick, or is it just the way he is?

also i do change the water completely 2-3 times a week, and i have one of those betta kits that you get from the pet shop which is 2 liters of water, i also got him a healther top of the line food today, and he is still swimming by the way he is not dead, also when i bought him i noticed his fin was like that but at the time i didnt think much of it but now its obviously going to bug me. i am going to wal-mart tomorrow hoping to get him some i think its some kind of fin grouwth thing you can buy.
 
Probably means he is getting sick. Make sure you are cleaning the water weekly, with a 25% tank change. Make sure he is in a 4 gallon tank or larger with heated, filtered, cycled water. Make sure you are feeding your fish daily, only enough for him to consume, remember - his stomach is as only big as his eye! Feed him cucumbers, zucchini, flakes, pellets, shelled peas, blood worms and brine shrimp, to give him all the nutrients needed.
