My betta fish is sick!!?

My betta fish that ive only had for 14 days used to swim around allot, was alert and was brightly colored. Now he has lost ALLOT of color and just sits and reacts to absolutely NOTHING!! He's in a fish bowl and this week i was going to get a 10 gallon with a heater and a light filter but im not sure if I should if hes just going to croak on me now. :( I did clean his bowl hoping it would help to but its been about a day and nothing has changed! HELP!!!!!! PLEASE!!!!
 
this happened to my fish and i think it might have been because i cleaned the bowl with sink water, and probably didnt dry it completely.
are you using water form a water bottle to refill his tank? dont use sink water, that will for sure kill him. He may just have not been too healthy to start with.
I normally just use bottled water to refill mines tank, and my most recent one has ben alive for almost a year now.
