my baby turtle wont eat?

i got 2 new res turtle 2 days ago. both of them are one inch. i have another turtle that's 3 inches and both of the babes are doing fine my only problem is that one of them tries to eat but she gives up
i even put that one in a another aquarium alone she tries to eat but gives up

what do i do?
