My adult daughter still doesn't want her own cell phone and has us pay for it?

She behaves like an 80 year old when it comes to technology, and accepts all inconviences with it, including being turned away because of her lifestyle. As a teenager, she didn't want a cell phone, so we gave one to her for emergencies or if we wanted to talk to her, and asked us not to call just for chat. Except for her, we're the only ones in the world that knows that number. That's all it's used it for. As an 22 year old adult now, and recently moved into her own home, she pays for her own land line but still doesn't want a cell phone so we still pay for it.

Is this reasonable? It's definitely not expensive, we're on the lowest plan and it's cheap, but still.
Someone asked me this: As for being turned away, what could you possibly be referring to?

Well for one thing our daughter wanted to be the takeout delivery person for this restaurant. They refused to hire her because she didn't want to give the cell phone number - therefore her manager couldn't call her during deliveries!
