yes a blown fuse is probably the problem. on some cars there is a fail-safe that if there is any problems with the HVAC system it will go into a fail safe-mode and automatically go into defroster mode switching on the a/c. this is so the driver can see if the front windshield if fogged over. probably the radio and blower/ac fans are connected to the same circuit. good luck!
