My 99 cadillac deville won't start, I replaced the starter, good battery but no luck?

The dash lights up, but there is absolutely no sound coming from the engine bay. I'm thinking it may be the ignition switch, but I'd like someone's opinion (I'm a weekend warrior, not a mechanic, but I'm pretty good.). Also I know it's not the alternator, I replaced that last year. Will I need to remove the steering wheel to get to the switch (and how hard is that?)
 
NEVER replace any part till you KNOW the problem. Why do weekend "mekaniks" start by changing every part that is in sight. I would suggest you do the simple things first. I would suggest, going by your diagnosis of what it's not, That you get a battery brush, remove the battery terminals and clean the terminals and posts till they shine. Put 'em back nice and snug and problem should be all gone. Make sure your battery has a minimum of 13 volts. You should have a volt/ohm meter in your war chest. A full battery will read 13.5 volts with key off. If less than 13 volt then you have a battery problem considering your alt. is putting out 14.5 volts min. Do your diagnostics and testing before replacing parts. Good luck
