My 98 Jeep Wrangler is burning oil?

I have noticed that I can see and smell smoke from the exhaust when I am in neutral fro more than 2 min. Like at a drive threw, or red light. Its a 98 TJ 4L, 5 speed. Also my CAT is blown again, so I know that I am burning oil. But why can I only see and smell the oil when I am not moving. What is the problem and how to I fix it.
