My 98' Chevy Blazer won't start?

I had my factory motor swapped with a rebuilt factory motor, same specs.....V6 vortex.... the Tech working on it took 4 months to get it done... The first time he got it all together and gave it a crank it wouldn't start due to a missing ring in the timing cover. WEll, we got that replaced and it still won't start. There is pressure in the fuel lines, it has actually backfired a couple of times while cranking it. We thought it was the timing because it sounded retarded so possibly it could be the distributor is retarded, I bought a new distributor and then re-timed the the car. We sent a camera down and made sure all the valves and pistons were closed at the right time. Then We thought perhaps the spark plugs were fowled out, they sat out and dried all day it still won't start. We know it's getting spark cause the tech put starter fluid in the carburetor and it spit out flames and whistled. Does anyone have any ideas as to why my car won't start???
