my 93 honda civic engine temp keeps getting close to the red line?

I filled the coolant and just had an oil change 2 weeks ago so why does it keep getting hot? i turn on my heat and have the cold air from the outside button turned on to try to cool it down while driving cause the cold air gets heeated from the engine so it should cool it down right???
