my 93 honda accord wont start, makes the turning over sound but wont turn over?

i have a 93 honda accord i try to turn it over but it just makes the starter noise and moves the belts but wont turn over, i checked to see if fuel was getting in the system but cant hear the fuel pump kick on so i changed the fuel pump, was not the problem so i changed the fuel pump relay still not the problem, someone told me it might be the timming belt.
