my 90 pontiac 6000 3.1's cooling fan kicks on at 250 almost red zone on gage degrees

is that normal? i changed all the coolant , put a new coolant temp sensor and temp sensor for the guage to see if it was a phantom reading , but before and after these parts were changed the car has always ran hot but the fan seems to be comming on late is my computer bad? or is this normal temp for it to come on at??
