my '87 honda elite 150cc won't start?

okay, so i bought this hunk of amazing junk from a junk yard... ran great for about a week and then i started having problems... or really just one. sometimes when i try to start it it won't. when it first started happening i took it to the place where i bought it and they told me that it was the battery. so, i bought a charger and charge it usually at night. well, the other day my scooter wouldn't start after i had the battery on the charger so i did some poking around and thought maybe the carburetor was stuck shut or maybe the spark plug was bad... i ended up changing the spark plug and it started up GREAT. although, NOW this morning i thought i had the same problem, i checked the battery, the spark plug, the carburetor, and the fuel. everything looked fine, but it still won't start. i DO live in San Francisco and it IS raining... i've heard that that could be a contributing factor. ALSO, i did notice that the last time it was running it was running sluggish and smelled like it was running rich too (also a rainy day). can these be contributing factors? i'm hoping it's just the battery, but what else could it be? ignition system? help amazing motorcycle gurus!
OH! and the original spark plug had a lot of hard black stuff that looked like oil on it. but the 2 that i've changed since then look pretty normal? i mean still pretty black, but not chunks.
