My 87 Ford 5.0 Mustang keeps hesitating when I step on the gas... What might it be?

I want to race it but its pointless w/ this problem! When I stomp on it the RPMs get higher but she doesn't go... Another thing I noticed that might be related is when Im changing gears and the clutch is to the floor the idle stays high. She's about due for a tune up but I really don't think this is related.
