My '87 Buick Lesabre's rear driver side wheel is locked up and will not roll.
The Buick's parking has not worked for quite some time now (it rolls when it is in park), so I have been using the emergency brake to keep the car parked on a regular basis.
Today when I was pulling out of the parking lot to go to work, I did not have a problem with releasing the emergency brake and beginning to move...but when i pressed on the Buick's driving brake to slow down at a stop sign, the back tire immediately locked up.
When I press in the emergency brake, i cannot push it in with my foot as far as i usually can, and i also feel a high amount of resistance that I do not normally feel when I press it in.
It is -10 Degrees Fahrenheit out here in Minnesota, and I am thinking that maybe the brake lines froze up, but I could be wrong.
PLEASE HELP ME DIAGNOSE MY PROBLEM!!! I Need it fixed asap and don't want to go to the shop completely blindfolded.

I did forget to mention that the emergency brake cable was just replaced not to long ago.
