My 25 liter fish tank has foam at the top and 'floating' fog inside.?

I've 7 gold gouramis inside. I've changed the water after the preperations:
- cleaning 10x the white - 1/4 inches - sand in super warm water,
- cleaned the tank and accessoires in boiling water,

Then I poured water inside and then the "foam and fog" came out from nowhere.

I have no idea why, cause I haven't made aquarium water replacement for the first time in my life.
