sounds like the system needs bled of air. take the hose off the heater pipe and let some of the water flow through, or some models have an air bleed nipple on the hose should say on user manual

Cold heat?
Sounds neat!
That could be
a special treat.
Especially when you're
cooking meat.
It will not burn
when there's cold heat.

Sorry, couldn't resist it.

It could be your heater core, coolant level, control cables for the dash controls, thermostat, etc.
Best bet is to check your coolant level and mixture.
if those are okay, does your thermostat open up or is it stuck open?
If the engine temperature doesn't climb past halfway to redline, it may be stuck open.
