My 2002 chevrolet suburban ran out of gas then when I put gas again it wont start,

the gauge stays on E? I put a 5 gallon of gasoline, and checked the fuel relays and fuses everyhing is ok.
can some one tell me if it is the fuel pump?or I just need to fill the tank.
 
It sounds like the float is stuck as far as it not starting did you bleed the system?? there is a bleeder in the line giong to the carb.
