my 1997 dodge neon has really high idle and the check engine light came on showing

code P1296? the car was missing and idling high so i changed the plugs and wires, cleaned the throttle body, and changed the IAC and TP sensors. Its throwing out code P1296 obviosly because the of the high idle. I reset the code and it came back? some body help me im a poor college kid!!
