My 1995 jeep wrangler does not go into 4 wheel drive?

My 1995 Jeep Wrangler switches into 4WD but only the right rear tire spins. The front drive shaft spins which tells me that it may be the transfer case. If that were the case, shouldn't the left rear tire spin as well?? Any help? Anything I can do to test it? I sure would like to not spend $800 on a new transfer case! Thanks.
