my 1995 honda civic ex idle's down at stops?

my enigine idles down way below 1000 rpms when i have it out of gear and stopped at lights.
what is wrong, tommorow i plan on changing the air filter to see if that works

its fine if it idels low as long as it not shaking and still running theres nothin wrong

its probable the distributor. Mine has the same issue and the CEL claims its the CYP which inside the distributor.
