My 1995 Honda civic dx is overheating!! help!!?

What are all the causes of overheating? We have changed the thermostat and put stop leak in radiator to stop any head gasket leaks. Oil looks fine, no water. Exhaust doesnt put out any smoke. Fan works. What else could be causing my car to overheat? Could it be a radiator cap?! It only overheats in town! Please help!!
 
The Radiator is supposed to have a mix of 50% of water and 50% of coolant.

Just water itself or coolant itself will cause overheating.
