My 1994 honda civic 1.4 will always turn over but never start until i give it gas and

it could be one of three fixes #1 you could try to replace the plugs if they are fouled they wont start easy # 2 it could be your fuel pump motor on it could be about to go out#3 try to put fuel injection cleaner in it
