My 1993 Jeep will not pass emmission checks in Va N0 to high and Hydro Carbon?

I have a 1993 Jeep Grand Cherokee 4.0L I have change the Injectors, spark plug all ignition wires and coil MAT and MAP sensors and I am still running RICH mixture what could me next for me to try
