My 1993 Honda Civic LX just failed an emissions test.All readings were great

except NOppm which had a 4116...? reading.That's far more than the allowable 636 reading.My engine light hasn't come on.Any suggestions?I just replaced the gas tank,could that have anything to do with the extremely high rating?
HELP?I don't want to spend much more on this old car.Thanks.
