my 1992 cadillac el dorado wont start :[ help?

so when i got the car it was riged you put the key in and then on the left side of the base of the stering wheel it is cacked so you goy to get a screwdriver n pulll up a metal leaver n then it starts it worked for a month and then one day it gave out i got the starter checked its good i got the battery replaced becuase it was bad n then it worked for 4 days n then it went out again it sounds like it wants to start but it wont i have no clue what is wrong please help
