my 1989 mazda 626 2.2l non turbo will not start?

my 1989 mazda 626 2.2l non turbo will not start, new starter, new battery, and connections are good alternator is new as well. sometimes before it wouldnt start if it was hot slowly got worse. now it wont start at all and when i turn the ignition it clicks, lights on dash come on, and you hear a low buzz from in the engine some where. i have tryed multiple fixes such as saftey switch checked and replaced fusses. im considering changing the ignition switch to see if it will solve problem. the last time it was working i was driving and it turned off as if i had just turned the key off hasnt worked since. please please help.
 
There are two interlocks on the starter system, either one of which maybe broken. See the link to the auto-zone manual (Fig 25).
There may be a fuse-able link that has fried also. See that info else where in this link to the online repair manual.
As for the buzz, that by itself would say that the starter solenoid is bad. But you say you replaced it.
