my 1980 toyota 4wd is blowing a fuse it is the gauges fuse and is not

charging whats going on? i have replaced my voltage regulator and check all obvuous wiring for shorts but when the fuse is blown it wont charge and it makes a very stragne noise when the fuse is being changed
