my 05 honda civic won't go over 25 mph?

Modern cars with electronic throttle chambers can go into fail safe. Sounds as if the throttle rubber tube was pulled off when the air filter was checked. Or some anti lock brake sensor was damaged doing the brakes.

it makes a loud reving sound when i step on the gas but will not go any faster and it has a bitter smell coming from it. this also happens when the car is put in reverse. there is no check engine light on to indicate something is wrong, i got a brake job and oil change the day before this started. the car has about 48,000 miles and it's an automatic
