My 02 Jeep Cherokee has loose brake pedal. Changed pads and bled brakes. Any thoughts?

The brake pedal has a LOT of play, probably 1.5 inches before I even feel resistance. When I am stopped at a light, I have to press pretty hard just to fight the idle wanting to roll the car forward. I bled the brakes (and found no air) and I just replaced the pads, but still no luck. Any suggestions?
