Imam Shaffi (who 300 million muslims in indonesia follow) beleived all non muslims should be killed because of their "idoltary", except woman (he says that the only reason muhammad forbade killing woman is because its better to take them for slavery, as they are property, and he shows evidence from muhammad)
According to these schoalrs. Any male (who is capable of fighting), even if they dont fight muslims, should be killed. Soley based on the idea that their is a chance they can fight muslims.
Imam Hanifa (followed by almost asia's 700 million muslims) believed you can use catapults/missiles , even if this kills "women, children, the very elderly, the retarded, the blind, the disabled, and the chronically ill" i.e all non combatants. In islamic law. Their doesnt exists such a word called "non combatants".
Rather the word "man la yastaÎiqq al-qatl" (those who do not deserve to be killed”) is used, and their is no punishment for killing kafir.

This hadith you quote has been classes as Maudhu.
"They report that the Prophet (peace and blessings of Allaah be upon him) said, “Whoever mistreats a dhimmi (a Jew or Christian living under Islamic rule), Allaah will be his opponent on the Day of Resurrection” or “I will be his opponent on the Day of Resurrection.” This is da’eef (weak). What is known from him is that he said: “Whoever kills a mu’aahid (member of a kaafir nation which has a peace treaty with the Muslims) for no lawful reason will not smell the fragrance of Paradise "
