I FACED A 3Gs 3.1.3 WITH MULTIASKING SERVICE INSIDE AND WANTED THERE WAS NO WAY TO DISABLE IT UNLESS U RESTORE IT.
I CONFIRM THAT MULTIASKING CAN WORK ON 3.1.3 VERSION.

It works with 3.1.3 but it really sucks... spring board crashes very often... so try not to use it with 3.1.3.
