I live in Fairfax County, Virginia. My car failed inspection over a year ago, so I got the rejection sticker on it, but every time I've gotten it re-inspected something else is wrong and it fails again. I am struggling financially which has made it difficult to get everything fixed

I got pulled over about 6 months ago and was ticketed for the rejection sticker, I pre-paid the fines. I was told by some friends I couldn't get ticketed for it again now that I had already gotten a ticket. Well I got pulled over for it again today and I told the cop I was pulled over for it before and paid the fines, but he gave me another one. Does anyone know if there's a limit to how many times you can get a ticket for something like this?
He also drew a bunch of red x's all over the sticker, which a coworker thinks is to make the rejection even more noticeable. Any idea if this is why he did that?
