Movie Name ( Italian Bike Rider)?

When I was little I saw this movie. It was about this kid who wanted to be an italian bike racer his dad was a used car dealer. tHey lived in a college town and the college students called the locals cutters. The college had a national bike race and had the locals participate. The guy who wanted to be the italian rider and his buddies joined in the race. If anyone knows the name of the movie let me know. Thanks
